O artigo apresenta metodologia desenvolvida para avaliar a divisão modal do transporte terrestre de carga geral no Brasil e possíveis razões para a prevalência do transporte rodoviário sob o transporte ferroviário, usando um modelo de market share. Não foram encontrados estudos que utilizaram o modelo de market share para o planejamento de transporte de carga, apesar de sua natureza genérica que permite que ele seja aplicado a qualquer mercado, serviço, utilidade ou produto. A metodologia foi aplicada em três corredores de transporte, dois grupos de carga geral e permitiu entender que as operações ferroviárias brasileiras continuam pouco competitivas em termos de custos logísticos para o transporte de carga geral de alto valor agregado. Além disso, constatou-se que a oferta de transporte é um fator determinante para o maior uso do transporte rodoviário na matriz de transporte de carga geral e que a demanda para o transporte de carga geral é elástica a esse fator. Para cargas de baixo valor agregado (VA1), a redução de 1% no gap entre oferta de transporte rodoviária e ferroviária leva a um aumento de 4,5% no market share ferroviário no CT1 (São Paulo -Porto Alegre -São Paulo), 4,9% no CT2 (Santos -Brasília -Santos) e 3,3% no CT3(São Paulo -Rio de Janeiro -São Paulo). Para cargas de alto valor agregado (VA2) a elasticidade foi mais intensa. A redução de 1% no gap entre oferta de transporte rodoviária e ferroviária leva a um aumento no market share ferroviário de 4,2% no CT1, 119% no CT2 e 9,6% no CT3.

This paper presents a methodology developed to evaluate the modal split of land transport of general cargo in Brazil and possible reasons for the prevalence of road transport over rail, using a market share model. No studies were found using the market share model for planning cargo transport, in spite of its generic nature which makes it readily applicable to any market, service, utility or commodity. The methodology was applied in three transport corridors, two groups of general cargo and enabled us to establish that Brazilian rail operations are still uncompetitive in terms of logistics costs when transporting general cargo of high aggregate value. Moreover, transport supply is a determinant factor for the greater use of road transport in Brazil's general cargo transport matrix, and the demand for general cargo transport in Brazil is elastic in relation to this factor. For low aggregate value general cargo (AV1), a 1% reduction in the gap between road and railway supply leads to an increase in the railway market share of 4.5% through TC1 (São Paulo -Porto Alegre -São Paulo), 4.9% through TC2 (Santos -Brasilia -Santos), and 3.3% through TC3(São Paulo -Rio de Janeiro -São Paulo). For high aggregate value general cargo (AV2), this elasticity was more pronounced. A 1% reduction in the gap between road and railway transport supply leads to an increase in the railway market share of 4.2% through TC1, 11.9% through TC2, and 9.6% through TC3.

O propósito deste trabalho é estimar a eficiência técnica do SUS utilizando dados de 2006, referentes às UF's no Brasil. Utiliza-se o modelo DEA com inclusão de insumos não-discricionários para analisar o impacto que certas características locais podem ter sobre a eficiência na oferta de saúde. Adicionalmente, é utilizado um método de seleção de variáveis a fim de melhorar o poder discricionário do modelo. Os resultados mostram que o modelo reduzido melhora o poder discriminatório sem haver perda significativa de informação, e que, população é a única variável contextual que efetivamente promove um ambiente favorável na oferta de saúde pública.

This paper estimates the technical efficiency of SUS of Brazilian states with data from 2006. The DEA model is used with nondiscricionary imputs to analyze how some demographics and socio-economics characteristics can be change technical efficiency of public health offer. In addition the paper introduces a selection variable method that reduces the original set of variable improving the discrimination power of DEA model. The results shown that the reduced model improves discrimination without loss information. Beside, the results suggest that the population is the only nondiscricionary imput that creates actually a more favorable environment to offers public health.

As tarifas portuárias brasileiras são ainda hoje construídas de forma ad hoc. Sem um modelo teórico de tarifação cede-se lugar, inclusive, para abusos econômicos de exercício de poder de mercado e dificulta o papel das autoridades, especialmente, da Agência Nacional de Transportes Aquaviários (ANTAQ) para atuar sobre os portos organizados, particularmente na promoção de estudos aplicados às definições de tarifas e preços, em confronto com os custos e os benefícios econômicos transferidos aos usuários pelos investimentos realizados. Este artigo propõe um modelo teórico padrão de formação de tarifas portuárias. O modelo proposto tem fundamentos de contabilidade de custos, contabilidade gerencial e finanças corporativas. O modelo é de fácil entendimento e aplicação, desde que os portos possuam sistemas integrados de custeamento, de contabilidade gerencial e de estatística; sistemas do tipo ERP (Enterprise Resource Planning). Com o modelo os custos totais do porto são parcialmente cobertos, inclusive investimentos. O modelo é compatível com a obtenção de lucros.

The Brazilian portuary tariffs are still built on ad hoc base. As such, the work of the regulatory agency (Agência Nacional de Transportes Aquaviários, ANTAQ) becomes hard and, for instance, it is thorny to carry out a solid investment analysis. This paper suggests a theoretical model for portuary tariff determination. The model is grounded mainly on tenets of cost and management accounting and of corporate finance. We have assumed that the port has ERP (Enterprise Resource Planning) and statistics systems. The proposed model generates income over total costs. Hence, it is in row with the profitable port argument.

A estimação de parâmetros de valor de tempo de viagem - VTV - pode ser feita utilizando metodologias diversas divididas em duas vertentes de especificação funcional a de equações estruturadas com base na teoria econômica e a essencialmente estatística com múltiplas equações. A primeira abordagem é a adotada neste trabalho, pois ela apresenta maior racionalidade e durante a evolução dos modelos de estimação do VTV, muitas dúvidas surgiram dos métodos de estimativas principalmente da fidedignidade dos parâmetros estimados relação ao parâmetro populacional. Dentre os métodos de estimação um que se propõe a melhorar os resultados é o de juntar fontes de dados distintas, mas que não foi utilizado para ver a melhoria na estimação do VTV. Neste sentido, este trabalho apresenta um estudo relativo a estimações de modelos de escolha discreta utilizando uma combinação de duas fontes de dados e calculando os valores de tempo para diferentes modelos estruturais, conforme a teoria do valor de tempo. O trabalho amplia a abordagem de Morikawa (1989) formalizando as hipóteses necessárias a uma estimação com duas fontes de dados provenientes da pesquisa do Plano Diretor de Operação de Transporte do Ceará e indica que a combinação das fontes de dados de preferência declarada e revelada feita naquele estado gera resultados diferentes do modelo clássico logit e que isso dependerá da fonte geradora de dados.

The estimation of travel time value - TTV - parameter can be done using some methodologies that can be match into two functional specification background: the first is the structured economic theory approach and the second is the statistical with multiple equations. The first approach is adopted in this study because it has a higher rationality and during the evolution of estimation models of TTV, many doubts arose related to the reliability of the estimation methods comparing the estimated parameter with the population parameter. Among the estimation methods one that aims to improve outcomes is to bring together different data sources, but that was not used to see improvement in the estimation of the TTV. This paper presents a study on the estimation of discrete choice models using a combination of two sources of data and calculating values of travel time for different structural models, according to the theory of time value. The work expands Morikawa (1989) approach formalizing the assumptions necessary for a estimation with two data sources using the data base from Ceará and it indicates that good data source combination can depend of the data source.

O crescimento econômico de um país é alvo de estudos acadêmicos desde o início do século passado. Trabalhos seminais de Aschauer (1989a-d) estudou a relação crescimento vis a vis investimento público. Seguindo esta linha utilizando dos trabalhos de Balvir e Balbir (1984) e o teste de causalidade de Granger (1980), busca-se identificar, para o período 1950-2004 no Brasil, se investimentos em infraestrutura de transportes terrestres (ferroviário e rodoviário) causam crescimento e vice-versa. Como resultado, afirma-se que investimentos em ferrovia não movimentam a economia e que investimentos em rodovias, pelo menos para a década de 50, aumentaram de forma nominal o PIB, ou seja, movimentaram fortemente a economia. Os resultados indicam que investimentos em infraestruturas rodoviárias geram retorno para o crescimento do PIB mais cedo que investimentos em ferrovias.

Economic growth has been extensively studied in the literature since last century. Seminal papers of Achauer (1989a-d) investigated the relation between economic growth and government expenditure. In the same way and using the works of Balvir and Balbir (1984) and Granger Causality test (1980), we aim at identifying a relationship from investments in transportation infrastructure to GDP and vice-versa in the period 1950-2004 in Brazil. As a result, we confirm the hypothesis that investments in road infrastructure imply increasing the GDP and vice-versa, but railroad investments do not have effects on the economy. The results indicate that investments in road infrastructure imply faster returns in growth in GDP than railroad investments.

O tema sobre eficiência e produtividade de empresas que atuam em indústrias reguladas tem sido extensivamente discutido na literatura. No Brasil há poucos estudos sobre análise de eficiência e produtividade de empresas de transporte rodoviário interestadual de passageiros por ônibus (TRIP). Nesse sentido, esse trabalho tem três objetivos principais: escolher entre a função Cobb-Douglas e Translog qual a melhor função para medir a eficiência técnica no TRIP para o período de 2004-2006; comparar os escores de eficiência entre as empresas de TRIP; e fazer uma análise da dinâmica da eficiência no TRIP e os fatores que contribuíram para ganhos ou perdas de eficiência. Os resultados indicam uma queda de eficiência durante os anos analisados e que tal queda se deve provavelmente a expansão da capacidade instalada por aquisição de novos ônibus, o que pode ser uma estratégia de longo prazo para competição em quantidade. Em termos relativos, o aumento da produção de 2005 em relação à de 2004 corresponde a 4%, porém, foi acompanhada do aumento de 6% e de 26% de distância anual percorrida em km e de emprego de mão de obra (motoristas), respectivamente, e pela redução de 31% da frota utilizada, com comportamento semelhante para 2006.

The theme about efficiency and productivity of companies that act in regulated industries have been extensively discussed in literature. In Brazil, there are just a few studies about the analysis of efficiency and productivity of interstate passenger coach transportation (trip). in this sense, this paper has three main objectives: to choose between the Cobb-Douglas and translog functions which is the best function to measure the technical efficiency on trip for the period of 2004-2006; to compare the efficiency scores among the companies of trip; and to make an analysis of the efficiency dynamic on trip and the factors that contributed for the gains and losses of the efficiency. It can be a strategy to competition in a long term. The results indicate a loss of efficiency during the years analyzed and this loss is probably due to the expansion of the capacity installed by acquisition of new buses, it can be a strategy to compete in quantity. The increase in production in 2005 based on 2004 is 4%; however, it was accompanied by an increase of 6% and 26% of annual distance traveled in km and employment of labor (drivers,) respectively, and 31% reduction in fleet use, with similar results for 2006.

Neste trabalho foi estudado o valor de tempo de viagem para transporte clandestino e regular. A base teórica é a do modelo de alocação de tempo de Becker (1965) se estendendo para a estrutura empírica proposta por Tuong e Hensher (1985a), tentando incorporar a idiossincrasias dos indivíduos no processo de estimação por uma abordagem empírica com fatores aleatórios tal como proposto por Train (1998) e Revelt e Train (1999). Os resultados indicam que a forma estrutural de Tuong e Hensher não é a mais adequada para o estudo, mas sim as propostas estruturadas de Becker (1965), DeSerpa (1971) ou a não estruturada tipo McFadden. Conclui-se, simulando uma redução em tempo de viagens do transporte regular de um minuto e utilizando o valor de tempo de viagem obtido no modelo a la McFadden que pode haver uma redução na demanda do clandestino e um retorno para a sociedade cearense da ordem de 167 mil reais.

We study in this paper the travel time value for clandestine and regular transport. The theoretical basis is the time allocation model from Becker (1965) extending to the empirical framework proposed by Tuong and Hensher (1985a), incorporating the individuals idiosyncrasies in the estimation by an empirical approach to random parameters such as proposed by Train (1998) and Revelt and Train (1999). In despite of the structured model like Becker (1965) and DeSerpa (1971) or unstructured model like McFadden has been a applicable result the structural functional form of Tuong and Hensher is not applicable for the study. Simulating a reduction in one minute the travel time of the regular transport and using the travel time value from McFadden model we conclude that there may be a reduction in clandestine demand transport and a monetary return to Ceará society on the order of a hundred thousand dollars.
